About the policy

As a public service organization, The City has a unique responsibility to protect the health and safety of ourselves, the people we work with and the public with whom we interact.

It is a worker’s individual responsibility to report in a condition fit for work, perform duties to the best of their ability and present themselves as positive ambassadors for The City of Calgary.

Substance use in the workplace may have serious adverse effects on a worker’s health, safety and job performance, as well as create potential risks for co-workers and/or the public.

The Substance Use Policy outlines:

  • Our role as an employer when substances are involved

  • Responsibilities and expectations of employees, volunteers and contractors on reporting fit for work and the use of legal and illegal substances

  • Conditions where an employee may be subject to drug and alcohol testing

  • The City's duty to accommodate and the process that provides employees with a substance use disorder the opportunity to get well
